The Blue Soldier is named Granitor. It's not very well known, but has been put into the Turtles Wiki. The names of the achievements should be updated for accuracy.

Bikers is the only way I know. It takes about 20-30 minutes with those bikers.

Proposing a spam reduction revision to demote all "beat stage X with Y character" achievements except the final stage, but delete the generic "beat Krang and Shredder" achievement. This will have the set award an achievement for beating each stage, with any character, and award an achievement for beating the game with each character. Thanks to Hexadigital for a better idea than my initial one.
