    Hi I don't know if you ever found where to look for Articuno in Pokemon Red (saw your comment asking about it), it's where you get EXP All, route 18.

    You can get the Pokemon Blue/Red cheevos UFO [looking through binoculers] on Route 18 , 12 but i am pretty sure you'll need to have the legendary birds un-caught. I checked all binoculers but no cheevos and i think due to the fact i already got the LEGENDARY birdsThus i have to get it via my Red playthrough @ YouTube , so what you could do is look through the same binoculer 2x or visit both route 12 and 18 [to watch Zapdos / Articuno there should also be a way to view Moltress but i guess that's also via Route 18 but can't say for certain
