Ok, the timing is definitely strict, but it is doable. Took me a lot of retries, but I made sure to save the file after already opening the frozen chest. I cruised right up to the isle with the wind already blowing in the right direction. Unfreeze the chest, fire the fire arrow and immediately jump out of the boat before it hits the head. With all of this setup and good execution of the method in the video, even without leaf pumping, it's possible. Hard though.

Even better, you can get on top of the chest first and only then unfreeze the island. There are several ways to do this, but the easiest one is probably just to wait the timer on the chest (get rid of the battleship first). I decided to use the 10s tingle balloon from the kooloo-limpah item (luck-based) for the outside movement.
