You can still get this in Retroarch (in FCEUmm core, at least). There's an option in the Core settings for how many frames it waits between each Turbo press. Lower it to 1 frame, and you're golden.

"Enable turbo and hold button until you master the set" is not content. This "game" couldn't even manage one valid achievement, much less an entire set.
