You do not need to open the Platinum/Great Hits version 2.0.
I thought that would have solved everything, but its actually the same.
Version 1.0 works, just adjusted everything.

for some reason when i load this game on retroarch it says this game has no achievements

Make sure you got the correct version of the game but also that it isn't a compressed CSO file, currently the PPSSPP core doesn't support them with RetroAchievments, it has to be a uncompressed ISO.

Finally got it! What a pain in the DICK. Honestly, 3 star Near Miss was the most frustrating for me*. Not Gold in all GPs. Not 2 tram takedowns or 2 bus takedowns in a race. Not even the painful crash maps; some of which, I'm convinced, are possible to Gold by only a single perfect combination**. Not wine truck takedown or 2 star Rubbing. The FKN 3 star Near Miss kept me busy. 27+ hours later and it's FKN MASTERED.
