Most of the players got this achievement without problems, so maybe your connection has been down, try it again, maybe it will work now. (Without using the Level Select code)

If you reset 1 single time are you never able to get the no reset and game over achievements even if you turn off and on the game?

If you reset the game, you just need to close the instance of the game then reopen it. I closed the emulator all together to be safe, but you'll know by the end of green hill if you can unlock the achievements on your current playthrough.
