@Agabz download the patch in Supported Game Files, and patch the ISO through something like Xdelta. You can look up a super simple tutorial on YT if you need help with it!
The reason you gotta patch it is because there’s an “unlock everything in the shop” exploit/glitch you can do, so the patch negates it from being possible. So it’s 100% understandable why you’d have to patch it first.

Step 1: Get the game
Step 2: Download the patch in the "Supported Game Files" tab on the right
Step 3: Download Delta Patcher
Step 4: Unzip Compressed Folder
Step 5: Open Delta Patcher Program
Step 6: Provide both the game and patch when it asks for the file.
Step 7: Wait until it's done and then enjoy your patch ISO.

Finally mastered. Dragon World was one of the worst grinds in my short retrogaming career. Just don't try doing it in one go, or you will surely burnout.

I don't know if this goes here, but I think there is a bug, I've at least experienced one.
I have not unlocked Videl, but the achievement is unlocked for me. It seems that I gained this at the same time as unlocking Hercule (beating Fat Buu with Saiyaman).

Decided to give my thoughts after mastering the first Budokai, and man, this one I also didn't play when I was a kid, I think gameplaywise, this one is the best Budokai, because Budokai 3 has the "guess what button I press thing" that the CPU absolutely loves to spam!
But Dragon World... Oh boy, it's was funny on the first few runs, but became such a drag after that, having to do the same run for almost 40 times is nuts! And I'm not blaming the set, I'm blaming the devs for thinking that would be fun to let us doing the same thing so many times to complete everything!
It's so tiring that you'll see yourself burning out really quick, I had to take a break for a few months from this game, and came back with every cheese I had available, Goten and his incredible defense after passing through Goku and Kid Trunks, Viral Heart Disease, Vaccine, enemies super weak, game super easy, 2X speed and spamming square into oblivion in the fights, and don't be fooled by that, later fights are still difficulty and Kid Buu is a menace, I also had the Senzu Bean just in case, I didn't need after starting using Goten

So yeah, I never want to play this game again, not because it's bad, but I feel that I've complete my mission and that's it, was really worth playing this game, just not Dragon World for so many times

Onto the long, long grind of getting all breakthroughs. As far as I can tell there isn't a cheese or expedient way of doing this. I might slow roll this over the course of a few months so I don't wind up burnt out and hating the game.

For people curious about the "having an item 9 times so it doesn't appear again strategy," it doesn't matter for this game.

You can re-roll any capsules that you need from exiting/entering the shop. And the Ultra-Rare capsules don't appear in the shop/gamble until you find them organically in Dragon World. Additionally, in the PS2 version Bulma's outfits, Sparking!!! capsules and the Cell Games capsule do not appear in the shop.

In this version of the game, there's essentially no reason to grind Zeni beyond what you get from doing the subset.

Also, if anyone is curious, when you go to Shenron after having unlocked everything already, Shenron says:

"It is beyond my power to grant that wish. I cannot grant a wish that is beyond my power, Goku."

I think I patched it wrong but I am not sure. Whenever I load up the game it appears to save automatically and manually but after I shut it down and boot it back up it says no save data can be found and I have to start fresh. Not sure how to fix it.

I had a similar issue, and it was because I had my memory card formatted as a Folder instead of a memory card. Once I changed my memory card to be in the mcd001.ps2 format I was able to save without issue. Not saying this is what your fix might be, but is what ended up fixing it for me.
