    You need all 26 regular Unown for this. They can be found in Solaceon Ruins. The Unown F, R, I, E, N and D are found in the long rooms down the ruins, all the others are found as 5% encounters in every dead end room.
    Then, go to the route south of Veilstone and there's a tunnel on the left side all the way into a room with these two.

    I recommend using repeat balls. Once you have 10 unown, you can basically catch any other unown in 1 repeat ball without dealing any damage or inflicting any status effect, saves a lot of time.
