I did it with hardcore mode off and I'm not sure if I'm going to try to do it HC. There's RNG involved in even getting a game going that meets the criteria because Xu (and pretty much everyone else) uses some level 3-4 regularly, and which level 1 cards you select determine whether you can even get the right combinations or not. If you do get a combination than works you also pretty much need to master not just the Plus/Same rules, but also the ai and how it behaves.

I think this set has drained too much of will to live, but if you want to do this legit I'd experiment with the cards to find the best combinations that are likely to be exploitable for plus/same. I picked the ones that had 5s on them because they have some easy combinations and coverage of different angles. Have a list of all the cards to check if Xu is using only level 5+, so you don't waste time. Then I'd honestly recommend gaming each turn out on paper or Photoshop or something before making a move to try to predict what will happen. Try to find ways to think 2-3 moves ahead and trick the AI into a double bind, particularly with diagonal placements where you can claim something from them no matter which edge they try to block. Not at all easy, but maybe I'll try it in two years when I'm not sick of this game anymore.
