Seems like enough people get this that a guide isn't needed, but I played a ton and it never happened organically for me so I did this: play against a very low level character (I did the girl near the dock in Balamb Town), don't have any special rules active so the way the ai can score is constrained. use Leviathan, pandemona, Gerogero, PuPu, and Kiros. Start from the top right and put each down in the corners counter clockwise in order, finishing with Kiros in the center. It only works properly if you go first and there's still some RNG involved, but this combination of cards/rules basically forces the ai to attack the low value side in a predictable way, and Kiros was what I found had the highest likelihood of being able to flip most low level cards on all 4 sides. I used the same strategy above, but with Gesper instead of PuPu.

Finally!!! Thx for tip above I done it. Playing in balamb town with girl in area after hotel. Seems she appeared there randomly but it's OK. I used Leviathan, Gayla, Red bat, Gesper and kiros cards. Start from top left corner with Levi, then low left Gayla, low right Gesper, top right red bat and kiros in the middle. Woo-hoo xD
