This one's not unlocking for me either. I'm still at the starting levels and haven't junctioned anything.

This took me about 20 tries.
Use Zell (better if dead), Quistis and Squall both on very low hp.
Hope for a level 6 Adel (11000 hp), hit her with renzokuken and homing laser. Hope for a 9999 homing laser and she should die.

Lul, killed her in 2 try, Zell deal some damage with 12 seconds duel, Quistis deal 9999 damage with homing laser. Pure luck
