Even on Secret Agent, this one can be difficult if you trip off the alarm. If you go through the mission and complete it without tripping off the cameras, then you'll only have killed 34 guards. But if you do, then the kill count can be easily double or triple that with seemingly endless amounts of guards even if the alarm goes off. This even goes for if you go in guns blazing, the guard count increases by double if you do this.

The best way to go about this is by going up to the guards and slapping them. Do this for the guards in the hallways, for the rooms guards draw them out one by one and take their items. The guard in the mainframe room has the key to the safe with the Silenced PP7s, use those to take out the cameras and the guards in the back area with the clip board. Once you got everything but the main control area cleared out, then you can switch to your favorite machine gun and mow everything down.
