1. Fly to "Mossdeep City" and "Surf" North behind it.

2. Enter the "Shoal Cave" Depending on whether the tide is high or low you'll be able to collect Shoal Shell (High) and Shoal Salt (Low)

3. Collect 4x Shoal Shell and 4x Shoal Salt

4. Give it to the old man who's near the entrance of the cave and he'll give you the "Shell Bell"

Another tip, outside the "Shoal Cave" there is a Sailor who you can battle/talk to and he will tell you how long it is until the cave will have a Low/High tide.
