You can use Ultra Balls, or even Premier Balls if you prefer them. I don't see why Ultra Balls wouldn't work on Latios...

Ultra Balls? I wasted 5h and never got success. Just use Timer Balls and wasted 15 mins only and got success.

This may take two encounters assuming it doesn't run away, but have a high leveled Pokemon use False Swipe to bring him down to red without killing. Then use Mean Look and throw many Timer Balls.

Turbo to speed things up. I wouldn't bother using repels. My method was to run around grass in Rt.110, after 7 encounters, enter the house and go back out and try again. Took about 20mins to get him to appear a second time. Just be sure to Mean Look!

I hate this challenge. Not the cheevo but the way the game forces you to use a Master ball on Latios. I used a lvl. 70 Wobbuffet, weakened Latios by the sandstorm on route 111 and kept throwing balls, then switched to a spot without sandstorm. Used all of them (except Master ball) and still couldn't capture him.

I did this with a Level 40 Wobbuffet, 100+ Ultra Balls, 30+ Guard Specs, 30+ Full Restores, and 30+ Max Repels. First, to encounter Latios I went to the south side of Route 110 and repeatedly entered and exited the Cycling Road building. I constantly had Max Repels running and spent maybe 5-10 seconds running in the grass each attempt. With this method it took about 5 minutes to encounter Latios with the emulator spedup. Using Safeguard and Magic Coat I was able to bring it down to low health. I made sure to have Guard Spec and Safeguard on constantly so that Latios couldn't lower my defense with its moves. I used full restores to heal Wobbuffett so Shadow Tag was always active. Finally, I threw ultra balls on every other turn. I brought a full stack of 99 but I got lucky and it only took about 20 lol. I was planning on using this for the Battle Tower achievements but I checked and it has some of the worst IVs possible (0-2 in every stat except HP) so I'm not sure what I'm going to do. Okay, I ran into similarly bad luck in Sapphire version no matter how many times I reset. It turns out that in Ruby/Sapphire the Latios/Latias cannot have more than 0 IVs in anything but HP / Attack and its Attack IV cannot be more than 7. So don't bother resetting for high Latios IVs, just rest for a good nature. You can get a Ralts with Mean Look via breeding it with a Duskull (Level 45 or 51 if Dusclops) if you want to go the safest vanilla throw balls until it works route.

high level Gardevoir with Hypnosis, Mean Look and Double Team holding Leftovers will outlive whatever Latios can throw at you. Just make sure to save, since it can struggle and KO it's self.

For those who raised a Zangoose (or any high attack False Swiper) I used similar strategies to what's suggested here, but I'll still break down my strategy for finding and catching Latios.

I used the patch of grass on route 110 north of Slateport, and the entrance to the cycling road to re-roll Latios' position. Max repels, Lv40 Wobbuffet to which I gave 10 vitamins for each defensive stat.
Do the thing until you encounter Latios with Wobbuffet in the lead. Switch to your false swiper (I had Zangoose lv100 since I did this very last), Latios will be forced to attack, leaving you one turn to down him to 1 HP. He will then flee, but now you can check your pokedex instead of randomly bouncing in the grass. Re-roll his location until you once again trap it with Wobbuffet and start throwing balls.

Took me around 25 timer balls and 1h30 on fast-forward. Good luck!

Oh yeah, in case anyone didn't know, you can get encounters by bouncing with the Acro Bike (hold B). Will save you the trouble of accidentally running out of the grass or wasting steps on your repels.

If Latios is not appearing for you despite following the above advice, make sure you've checked the TV in your house.
