You can find most information on this online, but to sum it up quickly and add some personal experience:
- In Mt. Coronet (from Celestic Town, up through the strength boulder, down the stairs) there's a room with a giant lake. Every 6 hours, 4 of the 528 tiles in this lake are randomly chosen to have a 50% chance of giving you a Feebas when fishing.
- Any Fishing Rod works
- I combed the lake left to right, one row at a time.
- I fished twice on each tile. The chance of Feebas is 50% on a correct tile, so statistically you can fish on a correct tile without getting it, but for the sake of time-effiency 2 is probably best. Never hurts to do more though.
- A Pokémon with Suction Cups in Slot 1 supposedly increases the chance of something biting. I didn't notice a great difference myself, but apparently the happiness of that Pokémon also matters? Don't quote me on this though.

@WKGames Don't even get me started, I got the feebas achievement in generation 3, but I ended up abandoning the game because of a missable achievement

I got so incredibly unlucky. The first Feebas I came across was on the complete opposite side of the pond from where I started fishing. lol

Also was incredibly lucky, took me about 45 minutes. Thankfully I won't need to go feebas hunting again.

Yeah the Calculator that Majorian linked does work but not 100% it seems. Only one tile that was shown worked for me, but it did work and it will save you a lot of time and brain cells.

God bless that calculator, the Feebas catch is absurd. 25% in like 5 different patches of water is comically evil.
