Same issue. Watched VHS tape on both TVs while being locked into BAD / BAD+ / GOOD endings on 3 separate runs and it didn't trigger it (even though achievement image in the lower right corner was present while tape was playing indicating "in progress"). Looks like there are other factors at play preventing from getting it.

I had problem with getting this achievement in DuckStation. I found simple solution. I disabled all enhancements and switch renderer to Software. Then I finally got it after watching VHS.

Aright, I did some digging into the problem and managed to solve it. The problem lies in how achievement tracker register frames of the VHS tape.

For those who use RetroArch emulator with Beetle PSX HW core here's solution:

First, I tried playing around with these ON/OFF.
- Software framebuffer
- Frame Duping
- PAL (European) Video Timing Override

Nothing worked. I then tried chaning renderer from Vulkan to Software - didn't work either.

Last option was to play around with CPU Frequency Scaling (Overclock), it was set to 100% (Native) by default. I decreased it to 50% and guess what - achievement unlocked. Obviously, game is barely playable at 50% framerate and runs twice slower, so that wouldn't be a common sense to have it from the start, but I guess it somehow helped achievement tracker to register all the frames. Now I feel relieved.

Okay, so people are still having issues with this. The issue with it not triggering didn't start until I added a frame counter to prevent it from triggering when the video started.

I just watched the VHS tape about twenty times in a row while tinkering with emulator settings. One of the times, the frame count stopped two frames before the achievement's target, which is 1998 frames. Another time, it stopped three frames before the target. This explains why tons of people unlocked it without issues, but a few didn't. It also explains why I didn't run into issues when using saves from people reporting the achievement.

To try and remedy this, I made the trigger slightly less specific. Instead of triggering when the frame count goes from exactly 1997 frames to exactly 1998 frames, I made it so it should trigger if it goes from below 1984 frames to 1984 or more frames.

After making this change, I watched it about fifteen more times, using slightly different settings each time. It triggered every time.

If there are still issues after the last edit, I'm going to flip the fuck out. ><

Working flawlessly on Beetle PSX HW (it *does* trigger a little soon lol, but better safe than sorry)

On Duckstation, I couldn't get this achievement to pop, even using the various methods people had mentioned here. Eventually got it to work by going to Graphic Settings and using Force Video Timing to NTSC (60hz). Hope this helps!

My suggestion is to play this game on Duckstation, i could not get it to pop on retroarch even with these indications, however after moving my save into duckstation i got it to pop following eggo indications.
