Seemed to only trigger after restarting the emulator. It might be based on circle presses rather than wumpa thrown???

That 2nd phase is a nightmare. The only tip I can give that I believe helped me is to fire at his shoulders while he's firing the rockets. I couldn't hit him otherwise.

Stand in the middle of two platforms during phase 2 before he fires the rockets to shoot wumba fruit at his shoulders, he always goes from left to right twice before firing his rockets. Be wary that his four going to either left or right will be when he fires the rockets, so stay on your toes to change positions.

You can rematch a boss by holding triangle when moving warp rooms :)

This one's actually pretty easy, if you're struggling then I'd suggest just paying attention to where you're standing when you make a hit with the shoulders and then replicating that. There's a spot either side of the middle platform you wanna stand to get a hit in on the shoulders as he's moving across. It only takes about 40 to beat him so you can miss almost as many shots as you hit and still get this

In phase 2, I found it much easier to just focus on 1 shoulder at a time. Once one of them is destroyed, N. Gin will start staying still and shoots only one rocket at you. You can easily get 3 hits without ever missing a shot.

Did it first go - figured I'd try and re-familiarize myself with N. Gin's patterns before trying this in earnest and got it anyway (wasn't counting the actual number but I'd probably wager it was just below the 75 needed). Made a few mistakes but as proven above you don't really need to be super-accurate to get this.

You don't wanna throw too many when hitting N. Gin like 1-2 shots max. A tip for the arms is to not aim right at them, aim a little before the arms and you should hit him easier. Do that well enough and you should earn this no problem.
