In my playthrough, I just ignored Liliput Steps completely, and only came back to it after I had Jeff in my party (and after I was overleveled), so the battle was really easy.

Previously this achievement would not trigger if Paula suffered a mortal blow but was healed before reaching 0 HP. Updated to require her to actually reach 0 HP to fail the achievement.

So it appears that visually Paula's hp can still show 1 hp even though the memory shows her at 0hp and her rolling hp at 0. The visual just had not been updated yet. If this did not trigger for you. This is most likely what happened. There isn't much we can do to account for this.

If you can get Paula to a high enough level say 17, and get Ness to a level 22. Then you can just PSI freeze and PSI rockin and the mole will never attack making the fight easy just as long as you have enough pp.

I beat this boss without Paula in my party, even though I technically did the achievement requirements it apparently doesn't count I'm currently redoing it with Paula in my party
