Nevermind, it was because I was on Cycling Road. Loaded from a previous save and let it go from level 40 to 41 on a grass without being on a bicycle. So heads up: it is missable if you are on a bike when Pikachu goes to level 41.

If you miss it both times via level up, Thunderbolt and Thunder are TM 24 and 25 respectively, and they should work. Still marked as [m] because neither are purchasable.

This is also potentially missable if Pikachu faints right after levelling up and learning the move, since you won't be able to talk to it. Happened to me, annoyingly.
