When you return to Rockland after the Mt. Seifu bandits with Kanaan in tow, go up to the manor from the right and choose 'fight.'

Yeah I fought the imperial soldiers before turning the bandits in but no achievement triggered.

Looks like you got it an hour later. Did you do something differently? I'm not really sure how this could not trigger.

Since the cheevo was early in the game, I started a new save to tackle the no recruit cheevo as well. It popped this time. Last playthrough came back from Mt. Seifu after 5.47 hours and the party around level 16. Not sure if these things matter.

I'll tighten it up a bit. The only way this could go wrong (at least that I'm seeing) is if Tir is knocked out at the end of the fight since it checks for an exp increase.
