If anybody has trouble with this, you can actually make it easy by going into the Toad Town Sewers, and going to the warp pipes to the left of the entrance. Go into the middle one (Koopa Village), and then come back and go through the right one.

When you appear in Goomba Village, check to the left. Chuck Quizmo will almost always appear! Rinse and repeat. It takes a while to complete every question, but it works; however, the last questions don't unlock until you rescue the last Star Spirit.

The best option is to do everything at once after Chapter 7, then just go in Toad Town Sewers in the part of 3 pipes of different cities to answer the questions. Guide: https://gamefaqs.gamespot.com/n64/198849-paper-mario/faqs/11024

I recommend to make this one while doing other side quests like Koopa Koot and delivering letters. It makes things way more fluent.

GoodGravy's recommendation was what worked best for me, though I would not go so far as to say Quizmo will "almost always appear." I would have good strings of seeing him back-to-back many times, and then instances of just the opposite. Maybe a 60% appearance rate, but easily the fastest way to check for him.

I've found that the fastest way for me is to go to the three pipes in the sewers that lead to Goomba Village, Koopa Village, and Dry Dry Outpost. Cycle through one town at a time, leaving and re-entering through the village entrance until Chuck Quizmo appears, and then entering the next town before starting all over at the first pipe.

Knocked it out in an hour or two. Not a fun achievement, but I guess seeing the dialogue at the final question was neat?

Fastest method for me was a slight variation on GoodGravy's method. I entered the koopa village pipe and checked beneath it. If Quizmo wasn't there, I ran to the left side of town where he can spawn again. No spawn? Run back to the pipe (checking the first spot) and then going to goomba village to check. Any time he spawned, I'd skip the rest of the checks and beeline back to the pipe. He spawned nearly every single loop, and it was surprisingly fast.
