Ok I have jumped 25 times consistently with all 3 boots and the achievement doesn’t unlock does anyone know the reason why?

There aren't any unlocks after the last time the achievement was edited, so it might be broken. Submit a ticket for it, and if you're on the Discord, you can request a manual unlock there; your leaderboard entry's proof you did it enough times.

Finally got it! And here is what you need to do for anyone having problems with the achievement. You need to get 25 consecutive jumps in the battle then get game over in the same battle

Just want to confirm, Darkrai's strategy worked. However, it doesn't have to be the same battle.

I did the 25 bounces in one battle and then got game over in the next battle after reading Darkrai's comment and the achievement unlocked. Still doubt this is intentional though and will submit a ticket.

Leaderboard seems bugged too since obviously I did 25 or more for the achievement but it only has me at 6 bounces.

I haven't gotten the achievement yet, but sometimes when I use the power bounce the leaderboard will pop up and other times it won't, I'm assuming this might have something to do with the cheevo not popping for some.

Here's a piece of advice from someone who spent way too much time on this achievement.
Do your attempts on a Goomba with the Dodge Master badge and it should be no problem.
Without going into details, there's a lot of enemies on which you'll never get to 25 bounces, because they have an increasing chance on each jump to stop your Power Bounce.

To add to what DrHazar states, most if not all bosses have a built in cap for how many times you can bounce, with increasing chances of failure before hitting 0%.

Yeah just put on Dodge Master, and go fight a Goomba. Got to 72 first try
