How are you supposed to do this? I killied Ouromov both with and without cheats and opened the roof by switching to unarmed but nothing happens. I also tried to us the key in all the silo rooms but it doesn't work

The achievement logic didn't make any sense. It required users to complete all objectives and complete the stage, but has a pause for when the silo doors aren't opening.

Anyway, since you don't need his key to open the doors, I edited the achievement to just require opening the silo doors.

It seems that in the moment you are unarmed, the achievement triggers, at least this is what happened to me

This achievement wouldn't pop for me until entering the silo this happens in the second time in the map and switching to unarmed. no golden gun cheat required

Enter the room opposite to the entrance of section 4-K2 unarmed, or switch to unarmed in it.
The actual description doesn't make any sense to me

Don't understand the requirements for this one. I've enter the silo and I can see the top door opening and I've switched to slappers but still nothing.

It is poorly formulated, it is a resource not used by the developers, where it would be possible to open the rocket hatch, in one of the rooms. Follow the step:

1)arrive the second room where the c4 (plastique) is planted
2)when going up the stairs go the left and enter the dead end room
3)look up and stay unarmed,
4)the roof hatch will start to open, when it opens completely you will earn the achievement

This has got to be the most confusing achievement ever. In future, you should rename the achievement to "SA - Silo - Grab Ouromov's Breifcase and Open the Silo roof in the room opposite to the entrance of section 4-K2" instead
