    Ya it's a little confusing. So it turns out, just use Pay N' Spray once then beat the mission. It doesn't remove any stars, I guess it's just supposed to create a little bit of chaos in the beginning. After that beat mission however you want.

    Visiting Pay n Spray is important because after your visit that tanks are out! So in this mission it works as a contrary to what you have been used to
