I got caught up on why one of the first koopas wasn't spawning. Turns out I have to interrupt the castle entry cutscene so he didn't get away.

Damn Zandro, thanks for this! I was wondering what the hell I was doing wrong, as I didn't have time to go backwards past the flame to the last Koopa behind the grid. Turns out I was missing the one because I didn't skip the cutscene.
