    I was never able to get the Van to spawn for me at the beach, so I'm not sure if it even spawns at all in v3.00. Just get the van on the rooftop of the nearby carpark and drive it near the starting line of the race to the right, that will start the mission too.

    Ye its some ps2 exclusive issue, if it doesnt spawn at the beach, just get the top gun van from parking lot, park it at the beach where the missing van should be (race will start automatically if youre in the right spot)
