If you're struggling with this, I recommend using fire flowers.

Not sure what I'm doing wrong. I use a fire flower at the start of battle to defeat both tentacles and knock Blooper to the ground and the achievement icon disappears. I use another Fire flower to defeat him and his tentacles when he returns to the ceiling and I'm not awarded the achievement.

Eddieboys right. Keep using fire flowers and defend when the bloopers tentacles dissapear. When he respawns the tentacles keep using the fire flowers

Achievement has been fixed by LogicalFallacy it seems, and can confirm you just need to land a finishing blow on all three of them. So basically, one fire flower is enough for this fight.

I'm confirming what heintsi said. One Fire Flower at the beginning, then finish him off however you want. Worked for me.

All ya gotta do to master this achievement is use your fire flower, and make sure to have Power Smash equipped before entering the fight. Then wallop 'em Good!
