How do you get this? I killed the driver, and got in the boat in under 3:30; but this won't pop. I've done a lap around the first 2 islands, and even attacked from the opposite side (direction from Paparazzi Purge)

TheJohanx tip helped me a lot, if the boat gets stuck, just push the boat back into the sea.

Just beat this. You don't even have to take it for a ride, just get in it and wait for the achievement to pop, worked for me.
