My strategy for doing this was using both koopas on mushroom bridge. The cars can be annoying on mushroom bridge but since it is the first track in the flower cup it makes retrying attempts much faster (which is useful for a luck based achievement). While both koopas adds another item to the pool of items you can get in 7th/8th (triple reds), that special item makes climbing up back to first a lot easier. I first took the shortcut near the start to get a double item box. Make sure the cpus pass where you end up so you are 7th/8th when you hit the item box. For the first lap I farmed 3 sets of item boxes: The one in front of where you launch out of the pipe, the one at the start of the second underground section, and the one on the bridge. I only farmed these boxes 3-4 times before moving onto the next one as to not get too behind the other cpus. One last key part is that I always made sure to have triple mushrooms in my second item slot. It is really hard to get rid of the shrooms and stay near the item box in a fast manner and you can not have two sets of triple mushrooms. Additionally, it makes catching up when you get both lightnings much faster.

I argued 25 points was too high, for the same reason..
Interestingly, the Developer Documentation doesn't seem to say anything about scoring of luck based achievements.

Damn, that was hard.
I did it with Diddy Kong and Bowser Jr. I kept having stars, but I kept one in hand and usually Lightning was popping a few items next. I tried it on Mushroom cup and almost did it on Baby Park, but I finally did it on Dry Dry Desert.

I also did this on Mushroom Bridge at 50cc.
Resetting for that one "felt" better than going into Mushroom Cup and try Dry Dry Desert again and again with 6 minutes of downtime inbetween.
As mentioned above, try to keep triple mushrooms in your back to avoid getting them over and over again :)

1st try on Dry Dry Desert 50cc. (I wanted Blue Shell, but I take this :D )
There are plenty of item boxes, so you can be barely behind the last CPU. And there's a huge Gap. (beat the Staff Ghost)

Both Koopas, Toad Kart (good acceleration, not THE worst speed and good mini-turbos), did pretty much everything above that you guys suggested... Except for the track.
The one that worked for me was Wario Colosseum at 50cc. I only started moving once I saw 7th place make it through the first turn, got triple mushrooms from the first few item boxes at the jumps, then camped at the first actual set of boxes until I got the lightning.
Then I just kept going until the next set and alternated a bit between camping for items at that set and moving towards the next one.
Always try to get them in 7th or 8th.

This track is long enough that if you get to fire both before lap 1 ends, it should be easy enough to catch up on lap 2. I actually had a failed run I got 3 lightnings, because I got both of them on lap 1 but the 2nd one didn't work (I even saw the CPU in 6th shockdodge by i-frames from another item hit, I fired it too fast), and I only got the 3rd midway through lap 2 and it was already too late. On the successful run, I also tried to hold the lightning for a bit before I fired it, just to make sure no CPUs were able to shockdodge.

Wario Colosseum is the best track for this on 50cc. It is the first track in a cup, so easy resets and it is also a really long track. I managed to get it on my first try.

Wario Colosseum 50CC, 2 of the small characters with the Train Kart. Camp 8th and you’ll get it, I didn’t find this hard whatsoever. But if people just got bad RNG and couldn’t get it for a few attempts, then I have no idea, cause I thought this was real simple

Don't waste your time! I followed @RetroVanny's strategy and got this first try; 50cc, Wario Colosseum, camp 8th. I used the Bullet Blaster with Bowser Jr. and Diddy Kong, although I am sure there are better combos. Catching up is a breeze with mini turbos and items. Good luck! This might take a few tries but its not as bad as people here have claimed.

Following Vanny's strategy, I got it within maybe 15 minutes. Once I got both lightnings but couldn't get first place, but as long as you get both within the first lap and get somewhat lucky with items after that point it's not hard.

Got on Wario Colosseum in three tries. Camped a bit to get the first bolt, holding a 3xmushroom to stop them showing up again, camped some more then pressed on before the pack got too far ahead. Got the second bolt 2/3rds through lap 1 and comfortably finished first. Very doable.

I hate so much RNG based achievements ... I know it seems like a crying loser to say such thing but I really don't get where is the fun in those kind of achievements ...

Don't worry Flaviog, the entirety of RA is BS. I got it on the 2nd successful attempt, but why the fuck don't these luck-based blights ever work the first time? I really am forced to record myself 24/7? Not the website I first signed up for back in 2015, awful.

The best way to do it though guys is, someone was right the Koopas did the trick, but I did on Luigi Circuit 50cc; keep the Triple Shrooms as it takes them out of the pool when you try to farm for a Lightning at the start of the race, then attempt to do the rest as normal while still getting the 2nd Lightning. Still awful even with this trick, but another Track may be better, I just did it on the first try only for RA to not give it to me, so I kept bruteforcing it until it gave what I deserved.
