    Note that you don't actually need a police car, just the uniforms.

    1) take the helipcoter from vercetti estate
    2) go to downtown and take the vcpd copter, try and get stupid Vance to get into it
    3) start some ruckus near the garage and get cops in
    4) take the copter and park it near the entrance where the wanted star pickup is, park near the grass next to the entrance
    5) plant the bombs
    6) b-line to the copter and get to the mansion

    now you can avoid the car chase AND the chopper gunner :)
