As the description is vague, this is what you need to shoot:
* Hanging Wooden Pallet in the Maintenance Area - Downtown
* 2 Lamps in the City Hall Gate Area - Downtown
* 4 Lamps in the Main Park Area

Explosive barrels and wall charges do not count

I shot every single barrel, lamp and bomb, including the hanging wood pallet before the sub station and the achievement doesn't pop up, do i have to do it on 1st playthrough on hard or what?

The exact things you need to destroy are listed above by lilnizzy. I don't see anything that implies the achievement was changed, so whatever problem you're having is, I don't think it has anything to do with the method. Again I'm fairly sure I didn't kill something with every trap. Are you sure you got all seven of the required traps?

I shot everything, the 4 lamps in the park, the 2 outside the press office, the wood pallet before the sub station and every single wall charge and Red Barrel, i did this on duckstation, on my 2nd playthrough with all weapons from the mercenaries unlocked.
Do i have to do it on 1st playthrough on hard?

Not sure if it was answered or not or if you figured it out awhile ago but from the looks of it, almost everything I believe (If not all) has to be done in the "1st" playthrough. (AKA completely new file)
