YES! Finally figured out the trick to do it. Just stay close to Fireman without attacking and he won't attack you, just retreat. Then he'll only attack you if you attack him first. This way, it's easy to dodge his shots and you can slowly kill him.

The method that i found is the following. As soon as the battle starts, jump, he will fire inmediately. After that, get close to him, when shoot him, he will fire a projectile at you, so be prepared to jump. After you land, fire and jump again, rinse and repeat. He is honestly the easiest robot master if you know how to handle him.

LMAO. So I followed a video above Where you drop in and don't move. Let him come to you. And when he fires you jump and shoot once (jump and shoot buttons pressed together). It puts him in a rhythm like with doing ElecMan BUT when he died Mega fell on the last fire so make sure you move to the right on the killing blow.

Even reading the tips here, I was still struggling. So I looked up more guides, and eventually found what worked for me.

It turns out, he only shoots at you when you're far away, or when you shoot at him first. So you can eliminate the former entirely, and use the latter strategically. First order of business is to get in his personal space and stay there. Depending on his opening path, you may have to jump over one of his shots first. From there, stay with him. If you're practicing this, don't even bother shooting at him yet, just get used to his rhythm, back and forth, left and right, jumping over him as he turns back toward you.

Once you're comfortable with that, then start incorporating shots. Let him get a little distance, then shoot him, and jump over his return shot. Note that his shots will leave residual fire directly underneath your position, so you have to be jumping to the left or to the right and not straight up. Obviously, you want to choose whichever direction keeps you close to him - and that's why you have to let him get a little distance first.

Rinse and repeat. Congrats, Fire Man just went from the most difficult robot master fight to one you can do no-damage every single time.
