Sidestep 4 is very effective. Once you knock your opponent down with it, its very easy to just loop it right back into another sidestep 4 so long as you stay within point blank range. The AI will almost always go for the wakeup mid kick which Roger Jr.'s sidestep 4 sweeps under. So long as you keep your rhythm up and don't get blocked, you can get away with just doing this and the basic 1,2,1 jab string. I got perfect rounds on both Devil Jin and Jinpachi just doing that sidestep and baiting the kick.

Just know that I wouldn't call it a perfect solution though. If your sidestep 4 gets blocked, you're gonna get punished hard for it and sometimes you'll get hit with the wakeup low but all that forces you to do is hit them with mids like standing 3 so they "learn" and then go right back to sidestep 4s or 1,2,1 if you're close to winning.
