While you own all 30/30 Empire Sites in Vice City, the Vehicles outside of the Empires will be BP/PP. You can find an BP/PP Admiral in front of a Loan Shark Empire Site. Just grab it and take it to a Safehouse Garage and store it. You can make it a BP/PP/EC Black Admiral using the EC Black Conversion Trick so it will be a Truly Special and One-Time Only Special Vehicle.

I already have the 30 empires, i did the EC Conversion, finished the mission and the achievement didn't pop up

Get these cars parked outside of empire states after the 30/30 empires not just normal vehicles

I did everything, got cars exactly from empires, converted them, but, didnt pop up

This is easier than it sounds. The video doesn't explain why it works just shows how. as soon as the AI goons "Target" a vehicle to drive is when it becomes black. I set up all 6 types of business right when you cross the bridge and drive one black vehicle to the next. The video shows the player doing this on a grass strip by the the ocean but I also did it in the alley near the second safe house between the garbage dump and downtown

make sure to double check if enemies drive the polaris v8, that car is a bit hard to see if the color changes to black.

This doesn't seem to be working for me. I grabbed each vehicle from my properties, made sure that they turned black and that the enemies entered them, stole each car back as soon as the AI started driving, and completed the mission; but the achievement never popped.

I was able to get the achievement on my second attempt. I think the game just occasionally fails to properly detect which vehicles you've driven (along with their properties).

Once you've entered the sixth and final BP/PP vehicle, the achievement challenge icon should appear in the corner of the screen; be on the lookout for that. If it doesn't appear, reload your save and retry the mission.
