    Start the Mission Money for Nothing and just complete the Mission up until you're instructed to lose the Cops. So, just get to the Decoy Pony with Lance and Forbes, then drive to the Warehouse and have the 3 Star Wanted Level while you're driving this PP/EC Light Blue Pony until the Progress Meter gets full. Now, when you need to lose the Cops, don't go to Pay and Spray or else you will lose the Special EC Light Blue, instead pick up Police Bribes until you lose the Wanted Level and the Mission gets passed.
