It is impossible to win this race in less than 2:10. I do not know how you managed it, but in each of my attempts I have a lot of cars (i mean A LOT), so I just can't use shortcuts. All I had to do was maneuver between the cars. If you telling me how turn off traffic in the race i'd appreciate it.

I DID IT! I started pimping in Little Havana and noticed that after a few rounds of job, the traffic started to disappear. I quit my job, and there were still a couple of cars in traffic. So I decided to try this race again. THANK GOD, THE TRAFFIC NEVER APPEARED AND I DID IT ON THE SECOND ATTEMPT. If someone has the same difficulties, then you should try my method, maybe it will work for you.

You can lower traffic spawns by doing the Civil Assets list after unlocking the eastern island. Just deliver cars until traffic almost seems nonexistent and bang out the races and time trials where traffic is an issue. I recommend making a save before starting the Civil Assets list just in case so you can lowers spawns whenever you need.

So what kind of "achievement" is that where you're just forced to use a game bug to despawn the traffic in order to clear the race in 2:10. So you literally have to cheat to beat it. Just amazing design. I thought achievement means beating the difficult part as intended, in this case WITH traffic as it was intended for bike races. Even the audacity to post a walkthrough video WITH despawned traffic. Pathetic :D

btw just beat it with 2:03, with traffic on, had an absolutely luckiest run of my life. So at least I can feel good about myself that I didn't need to use a bug to beat it.
