Despite the worry that you'll need items, this ain't that bad of a challenge. To start it would be wise to have at least 15 HP and/or 15 FP for this fight. Preferably you'll have that amount using the badges that buff your stats. Have Bombette as your party member.

This strategy might not work though for those who haven't come here for the revision because you need to tattle everyone in the fight first.

For the Bowser robot, use your basic attack to drain its health, its sole attack only does one damage and can easily be blocked. Be sure to have Mario to deal the final hit in preparation for the next phase.

When the main fight starts, the Koopa Bros. will form their dumb "Whirling Tower" formation, use Bombettes bomb move to instantly knock them down on their backs. Once their down use either Power Bounce or Power Jump to quickly defeat them before they can reform back their tower. Bombette can use her bomb to deal additional damage as well.

It's relatively smooth sailing from there once you knocked them down at least once.

For those wondering and don't want to waste a turn, you do not need to Tattle the Koopa Bros when they are stacked on top of each other. You only need to Tattle the Bowser Costume and then each Koopa Bro individually (Green, Yellow, Black, and Red).

So can you defeat Bowser??? without any items, or does it need to be Bowser??? AND the Koopa Bros?

I did it with 5 flowers and a dream it was easy but i had 4 HP in the end

I definitely would do this in a separate battle from the one where you complete the tattles, and would also recommend 10FP.

Hit Bowser for 9 out of 10HP, do nothing to complete the turn if needed, and then have a full round where Mario finishes Bowser on his half before Bombette knocks down the Koopa Bros. with bomb on her half so you never have to face their full attack power.

From there, Power Jump and Bomb both hit for 4 of 5 HP when flipped, so you can eliminate one bro each round between a standard + special attack, even if you have to flip one over on Mario's turn.

By the time they reassemble,1-2 of them will be defeated or flipped, so they won't hit for much, allowing for an easy finish.

I did this with 10HP + HP plus and 10FP + FP plus. With that much firepower you're able to consistently do lots of damage with Kooper's Power Shell each turn once you knock the tower down on turn 1.
