The wording in this achievement is kinda confusing.
You get this achievement when you own a car that has 5 total impound strike slots. Since cars start out with 3 impound strike slots, you only need to use 2 Blacklist Extra Impound Strike markers on any given car, for a total of 5 slots.

Actually, I don't think you can have 5 EXTRA impound strikes on a car, since every car starts with 3. But I haven't tested that and it isn't relevant for this achievement.

If you're doing Junkman, Dripped Out and this achievement in the same run, you should get it after BL8, Jewels. As with the others, you can turn autosave off, use your markers in any random car, and then reload the game to keep the markers for later in case you don't want to use these markers yet.

You only need 2 Extra Impounds to add on the same car then you will get the achievement.
