For anyone that's confused, you just have to play the minigame through the special menu while on Oozla or Aranos. Unlike Sheep Blasters, there's no specific object to interact with to start the game. If the achievements don't work for you try leaving the planet and coming back or restarting your game.

I only learned this after 15 minutes of rotating the playable sheep wildly hoping it’d somehow catch up to target sheep- pressing X lets you actually move across the map. Found it best to stutter the playable sheep in place by tapping X until the other sheep got close enough to push. Also: does not matter if you accidentally fly into the sun yourself while attempting this- deaths don’t void it lol.
