For anyone who is struggling with this as I was, I'll try to be precise.

Standing on the center circular "launch pad" as shown in in the video, (near where the titanium bolt is/was, if the video become unavailable) align Ratchet so he's looking over the river toward the secret area in question. I stood dead center on the platform, in the "cross hairs" as it were. Then, double tap your Jet Boots button (R1) and immediately let go when they activate. Also immediately, press and hold down on the movement directional stick or d-pad. You should grab right onto the ledge.
