This achievement unlocked for me just a few minutes ago. You could be using wrong ROM. The CRC32 value of correct file is: 5ded683e. You can check your file on this site https://emn178.github.io/online-tools/crc32_checksum.html.

Is it affected by how many times you die? I kept losing to Elec Man, but I only had the buster on every attempt of the level until I finally beat him. Just wondering.(And not going through the Menu)

It doesn't matter how many time you die. There is no requirement for ammount of lives here.

i tried to get this cheevo, and i lost all my lives to Elec Man with just the buster. did a new continue, and i managed to beat him with the buster.. but it didn't activate the cheevo. does using continues matter here?

11/02 - (U) Mega Man ROM. Achievement don't work. Try take 3 times - as 1st lvl wo any other weapon; 1st lvl with take m.beam (dont use or open weapon menu); 2nd lvl after take cutman (use at boss). No result. Fix it pls.
