This was actually challenging to do. Thankfully someone showed me an easy to turn the vehicle and get into the car. Glad to see my video showing how to do it is on this page.

Even if you fail with that tip (I did, twice), you can still catch it if you take certain shortcuts (infinite stamina) and you're lucky enough to damage his tires, there's a point where he will not continue and just drive in circle around you.

If he somehow jacks you from the car like he did me, don't get back in it or this won't unlock.

Consegui com a minigun. Atingi os pneus do carro dele e ele caiu na represa.

No matter how I tried, turning the car didn't work for me after several tries. Damaging the tires and catching up with the jetpack worked great. Then when he got stuck somewhere I shot the car until it blew up.

I didn't even have to enter his car. Get a minigun before starting the mission, then when he gets in his car use the minigun to explode him lol.

I used a minigun on Pulaski's car, and it just pushed it around lol. Worked in my favour though, as it broke his driving AI to the point where he was spinning in circles

Parking a Hunter helicopter in front of his escape path can assist the turning the car strat. If positioned correctly, he will crash into the helicopter instead. This will give you a second attempt to jack his car

you can use the jetpack for this since it apparently doesn't count as a vehicle. he ended up crashing his car after about a minute (not sure if this is scripted, i only did this mission once) and i killed him with no issues
