When picking up the tank, don't destroy the wall, go straight to the garage, destroy the tank inside the garage, failing the mission and repairing the tank. That's how I got it.

Use granades or remote explosives to destroy S.W.A.T. Tank inside the garage.

You can using my method. After you got SWAT Tank, roam to San Fierro, use crane near airport to wash your swat and mission failed, then save it to any garage.

I tagged House Johnson, started the mission, stole a SWAT tank, drove into my garage, set off a bomb with a C-4 remote detonation. I walked out of the garage so that the explosion wouldn't hit me. Blew up. Mission failed. I opened the garage, the tank was destroyed. I leave, open the garage again, the tank is like new and I have an achievement.
