It seems bugged. It didn't show up for me at the first time. So, I've completed the mission and after that, instead of saving the game, I've reloaded the previous save file. So when I started the mission, it showed up as a challenge. Then I successfully tried and it unlocked.

For those who think this is bugged, it isn't. I thought it was, too, completed it three times and only noticed what I was doing wrong after rewatching my footage during the manual unlock request. The hint is to read the achievement description carefully. It's there.

Changed this to be more lenient, now you can make it before the end of the first highway portion (if you don't go for the fast kill method)

can someone please give me an idea of how to do this. i have tried chasing and also blocking part of the route with a car, but some how he manages just to blast through it as if it is not there. i have tried for over 3 hrs and have no idea how to do this

At the very beginning of the chase, the route Freddy goes through does a sort of U shape. You can cut ahead of the chase and kill Freddy this way without having to tail him. There's many ways to kill Freddy once you're waiting in some part of the path for him to come, but easiest is probably to use an AK and lock on to him as he goes near you.
