This should be done after you have access to the new path when the statue blows up after completing all missions on the planet, because that path has streetlights. In theory you can do it with the Visibomb Gun if you know exactly where to aim but I wouldn't recommend it.
There's 8 lights on the starting platform, 4 on the one right after. 4 on the new Gold Bolt path, then the last ones on the path where the ship on the second platform takes you.
Oh, and you don't need the Devastator / Visibomb Gun, any weapon will destroy them. Save your ammo and bolts.

Do they all have to be broken on the same life, or across the course of your visit? Because I know they respawn on death, and the grapple section is a pain in the ass.

for those reading the above, there are actually six on the gold bolt path.
So 8 on the landing platform, 4 on the platform below that. The gold bolt path has a set of 2 and a set of 4, or 6 total, and 4 on the upper city path.
22 for the entire stage.
