For anyone having an issue with this one, apparently it doesn't work if you use some infinite bolt glitch. I'm reading online and it seems that you use the taunter on Rilgar to get them on the racetrack and in a tunnel on the water puzzle side of the level.
So I guess if you don't want to get this one cheated out of you, just DO NOT use the taunter on Rilgar at all?

And as a follow-up, I started a new game plus again, and basically just speed-ran it. After collecting all the items and gadgets that get taken away on the new game, it did indeed just trigger. So basically, a glitchy glitch will only cost you another 3-4 hours.

Bolt grind's a bit of a chore, but save it for New Game+. Go to Quartu after finishing the missions and go to the Giant Clank section. At the entrance to the arena, jump off the bridge. It will not only return you directly at the entrance with permanent invincibility, but it also allows you to quickly refresh the combat encounters by pressing pause and hitting exit, which sets you back at the entrance with invincibility still intact. Grind by shooting the robots and helicopters, and turn on the 2x speed.

Also if you're missing one of the items and don't see anything in the menus, it's the Code Breaker on the 2nd to last level past the timed water run at the entrance.
