alright, finally did it after many tests. Here's the tune:

Toyota Minolta 88C-V 89'
Stage 4 Turbine kit (logically)
Nitrous at full power (70)
Suspension: Lower ride heights to 55/55
Transmission: Set Auto to 25 and lower the 6th gear ratio to 0.666
Downforce: Lower both to 38/55 respectively

Power & Speed, Test Course. After passing the long left turn and heading to the straight, make the car reach 389 km/h (241 mp/h) before deploying the nitrous boost. It takes a few tries, but with patience, its totally obtainable.

^confirmed, works exactly on that setting, just don't forget fresh oil change for maximum power

ikr, it's like the only way to push the car beyond 388 km/h without assistance. Though it's a pure speed setup and not meant for anything else past this challenge lmao.
