I got this outfit when I used to play on ps2 but I thought it was because I got caught too many times by the cops... turns out you get the outfit by completing ALL lawn mowing detentions: 3 on harrington house, 3 on parking lot and 3 on PH field

just a heads up, if you've been expelled from the school near the end of chapeter 5 you won't be able to do detention no matter how many times you get busted. to fix that simply finish the game since you get readmitted right after

it seems like detention is completely locked out during the entirety of chapter 5, i couldnt get it even before expulsion.

I completed the game and was able to get detention during chapter 6

Just unlocked the outfit during Chapter 5 after the mission Revenge of Mr. Burton and before Preppies Vandalized. It took getting busted about three times during the school day on school grounds to get detention, and I mowed each of the three detention locations, three times, to 100% completion. EZ PZ
