Didn't decapitate any Snowmen. Just did the mission 'Rating Stunts' and it popped up automatically despite me not knocking any heads off snowmen.

Same here, just did the Rating Stunts mission and after a few tricks by the first reporters, it popped up.

Not unlocking for me at all, only during some mission when I hit Snowmen some achievement progress icon appeared for 1 second and disappeared. Now after finishing game I'm trying (also in 'Rating Stunts') but not unlocking. Playing on Normal

Playing on 'Sick" difficulty doing 'Rating Stuns' mission, while going to 3rd place jumped-hit Snowmen, did trick and unlocked.

@ReiKaz brotha, I tested and it worked after I unlocked second portion of map (after doing the mission where Bam says he loves tanks). You have to be precise and hit the head only of the snowman. Switch levels if you accidentally mess up so it reloads. Make sure you are hitting the tip top of the snowman, hitting any other part will cancel the achievement. I did this on PCSX2 Sick difficulty. It is a bit finnicky and took me a few tries but got it. I initially got this just doing random tricks for the Rating Stunts mission, but it is possible to get while not doing any missions as well.
