Not hard actually. The crows are in very familiar locations and in most of them it's a group. They're not separated through the whole game, just in predictable specific areas.

In 3-2: You'll be able to shoot 5 crows as you enter the area, 4 on the left window, and 1 on the right side that's visible if you look from the 2nd window next to you. There are 3 more crows but you can't shoot them here. You can use one grenade/flashbang to kill 2, and then the TMP for the crow that's on the first window to the right of the small hallway. The last 3 are in the fountain.

If anyone needs a list of crow locations, here it is:

1-1 (5 Crows): 3 crows at the very beginning. Shoot one of the two that are closest to you, then one of them will either fly to the right or overhead. As long as you don't miss your shots or aren't too close, the third and farthest crow will still sit on the ground, and you can easily shoot it. The last two crows are right after your first encounter with the Ganados, right before the dog in the bear trap. Shoot the one sitting on the wooden cross first. Shooting that one will keep the other crow where it is, so you can easily shoot that one as well. One of these crows will drop a grenade, which is very useful for taking out the secret Salvador at the farm door during the main Village section for extra money!

1-2 (3 Crows): Located right before you enter Mendez's house. Shoot the crow closest to you, and then shoot the bomb between the trees, killing the other two crows.

1-3 (18 Crows): Make sure to have two flash grenades before this. There's three crows right as you enter the Cemetery. Just throw a flashbang to take out all three. The last remaining crows are in the El Gigante arena. This is one of the more known areas. You probably already know of it. Just throw another flashbang in the center of the large group of crows. You'll get a good amount of extra money and your flashbang back!

3-2 (11 Crows): Make sure to have two more flashbangs. The first eight crows are in the long hallway that leads you to the area with the free Broken Butterfly that you can't access without Ashley. It's a bit tricky, but one well placed flashbang should do the trick and take out all of them. Through that hallway is a water fountain with the three last crows. Throw your second flashbang at them.

5-1 (6 Crows): All of the final six crows are found at the very start of the bridge leading to the communications tower. Throw your final flashbang and the achievement will pop!
